* WHAT...Southwest winds 10 to 20 kt with frequent gusts up to 25 kt. * WHERE...Kosrae Coastal Waters. * WHEN...Until 3 AM ChST Thursday. * IMPACTS...Conditions will be hazardous to small craft. * ADDITIONAL DETAILS...A monsoon surge has brought increased winds to Kosrae and will maintain frequent gusts up to 25 knots through early Thursday morning. Winds should subside Thursday as the surge moves farther north.
