* WHAT...Southwest winds 15 to 20 kt with frequent gusts up to 25 kt and seas 5 to 7 feet. * WHERE...Kosrae Coastal Waters. * WHEN...Until 3 AM ChST Thursday. * IMPACTS...Conditions will be hazardous to small craft. * ADDITIONAL DETAILS...A monsoon surge will continue to bring sustained winds up to 20 knots with frequent gusts to around 25 knots through at least tonight. Winds are expected to subside slightly early on Thursday as the surge moves farther north.

Inexperienced mariners, especially those operating smaller vessels, should avoid boating in hazardous conditions.
